Really, Speaking as a cEDH player who also has no money, mono color is your best bet. I would look up Selvala, Heart of the Wilds. She is a deck played in actual cEDH and can win consistently turn 3 when played right by setting up large "storm" turns by gaining Mana off of creatures like Phyrexian Dreadnought and drawing off of selvala's trigger. She is also insanely budget, being able to be built for close to $100.

Another deck you could consider is Yisan, the Wanderer Bard. Also insanely budget and very competitive, Yisan gives access to a toolbox of cards to stop other decks, such as Phyrexian Revoker, while either assembling an infinite combo with Temur Sabertooth, or setting up a very large Craterhoof Behemoth swing. This deck is even more budget than Yisan, the base being about $50, which leaves you with room in the budget to upgrade and tune to your specific meta.

I've been where you are, trying to compete with cEDH level decks on a budget. Honestly, it doesn't work. To get from this list to there, I would suggest replacing cards you have with their strictly better counterparts, like Underworld Connections -> Necropotence, Dictate of Kruphix -> Rhystic Study, stuff like that. I would also begin weeding through your cards and take out any that don't actively contribute to your combo gameplan, like Bastion Protector, Noyan Dar, Roil Shaper, etc. and replace them with either mroe tutors or draw or mana artifacts. doing one thing very well is infinitely better than doing multiple things mediocre.

well in that case I would take a serious look at Breya, Etherium Shaper. she seems to be exactly what you're looking for. Also, you might need to do a little better than 75% when fighting zur doomsday consistently, because that's a tiered cEDH deck. a funny counter to it is playing Tome Scour for the memes.

ok, so first thing's first, your commander doesn't help at all with what the deck wants to do, combo off. He's way too expensive, offers little to no utility, and is all around bad. If you HAVE to stay in esper even though Breya gives you exactly what you want and red is a good color, I would recommend playing Zur the Enchanter as your commander. he is typically the go-to for esper colors. the best part about him is that he is relatively inexpensive, and doesn't requite a buildaround. All you need for him to be worth it is a few enchantments you should have anyway, things like Necropotence, Mystic Remora, Rhystic Study, etc, all provide fantastic card advantage and utility to the deck.

  • Helm of Obedience + Rest in Peace: This combo would synergize with both zur and your artifact theme, making incredibly easy to tutor for and a fun way to win.

  • Basalt Monolith + Rings of Brighthearth + Stroke of Genius: infinite colorless mana never hurt anyone.

  • Laboratory Maniac + Demonic Consultation: the way this works is that you play laboratory maniac and then play consultation naming something that isn't in your deck to mill your entire deck and win the next time you draw.

  • Overall, this deck just needs to pick a focus and stick to it. if you're going for lands, you're in the wrong color, so anything that really contributes to that should go. The combo route is the much more competitive road to go because it's faster, more stable, and will end up winning more games. Once you clean it up and tune it a bit, it shouldn't have any problem competing with those decks in your meta.
