Goblin wins. Devil just gives your opponent too much choice -- it seems like it's good on both sides of the deal, but in reality it's whatever your opponent WANTS it to be, which is terrible when you consider how unreliable that makes Devil. Goblin isn't flashy, but it is good and you can make a solid plan around it.
I don't think Devil is bad tho.

T12H It's less about the quantity of black cards and more about the strictness of the deck's mana costs in general. More than 3 colorless sources is suicide in this build of the deck, since I'm supporting and by turn 4, by turn 3, and by turn 2. Even one Field can prevent me from casting Knot on 2, and in fact most Esper players don't play any LD lands at all (okay, maybe 1 sometimes). I'm staunch on playing 2, since lands can be the toughest things to answer in some cases, but I'm sure you already know that. :)
That said, it'd been some time since I updated the list, and so here it is again for you to critique -- I've been playing straight UW for quite some time now, but brewing Esper on the backburner, and I came up with some of the same stuff you did.

Hey, so I've got some questions. I'm an avid Esper and UW player, and I became inspired to try out a UW Elixir build while watching coverage of Ivan Floch's Pro Tour 2015 winning UW Control deck.
Anyways, here are my questions (take with a grain of salt, I've never actually tried an Elixir deck in Modern):
- Why no Azorius Charm in your list?
- You mentioned your reasoning for playing Anticipate, but did you ever think about playing Quicken and Serum Visions? I know it seems cute, but Quicken-Verdict is just such a powerful play, and you could even Quicken-Timely Reinforcements from the sideboard for example.
- Why only 2 Revs? One would expect that this is THE deck for 3 Revs if one exists in Modern.
- How have you felt about Temple of Enlightenment?
- Finally, what would you think about cutting the ARuins package for just a 2nd copy of Elixir?
