Actually yes. Red burn decks wan't to just use all your cards as fast as you can and kill your opponent. It's easy to be only able to cast 1 or 2 cards a turn while they ramp up way ahead of you and out of your reach. I played this against my Elf deck and my Cheerios deck and while it did slow them down they still came out on top because this deck just couldn't keep up with massive card draw and the number of creatures in play. Extra mana would let you at least get a chance to cast more each turn.
Best way to put it is think about the math behind it. Less than a third of your cards are lands, to be exact 3/10ths. Now that means for every 10 cards you get 3 lands, with a starting hand of 7 it would be average that you have 2 lands. So now you high case scenario you don't get that 3rd land until the 10th card turn 4 then your next until turn 7 or 8, that's pretty bad for almost any deck minus ramping decks. I've been playing for almost 16 years and honestly using statistics to figure out a lot of this stuff can really help and improve anyone's deck building.
Last note: Just because you can have 4 of a card in your deck, doesn't mean you should. Like I said some cards just don't need to come up as often as others. Best way to figure it out is just play games and think to yourself, "Okay, I know what card(s) can help me greatly next turn, now that ratio to my other cards, is it high enough to where I can get the card I want and not something useless".

Yeah if you can't find good drawing cards, look up some cards that remain in play for drawing or just pumping your cards in play so your mana doesn't go to waist from the elves.

Sol Ring is restricted, only can use 1. Also you need wayyyy more lands

Rethink any blue cards. I suggest removing them in all honesty, 3/64 chance to draw a card that lets you play them PLUS drawing that card isn't very good odds. I do suggest checking out my Elf Deck. Runs super well and generally wins by turn 5 or so with big creatures that aren't blocked. (Yeah Not pauper)

You should add 2 or 3 more lands. Do the math for it, so by turn 3 if you are lucky with 1 to 3 odds, you'll have 3 lands if the deck is in your favor. You want consistent land flow.
