IMHO Shrine of Burning Rage is a great card, I've run it long ago in my first Mono-red Burn deck. But it requires appropriate environment. I've got 19 lands (10 of 19 are fetches) in my deck The light can heal, or the light can burn! so I seldom have more than 3 lands even after 5-6th turn. So paying to activate Shrine of Burning Rage means that I can deal some damage and skip the rest of the turn. Taking into account the fact that my deck usually wins around 4th turn I'd rather not include Shrine in it.
On the other hand, if you expect long game (e.g. versus Control deck or you know that your deck is not so quick) Shrine of Burning Rage can be helpful.

Hi! Answering your question about going Boros
IMHO it's better to start with your manabase since it opens access to more spells. IMHO if you're gonna play real Boros Burn you have to start with upgrading to Boros Charm and Lightning Helix. Moreover, it makes you able to play Deflecting Palm, Kor Firewalker and Path to Exile in sideboard.
I've been playing Searing Blaze without fetches – it's really poor. I'd rather add more Lava Spikes. And no, Searing Blood can't really replace it because it CONDITIONALLY deals damage to player. It's better play neither Searing Blaze nor Searing Blood in this case. True burn strategy is to focus on dealing damage to the opponent ignoring his 1/, 2/ and sometimes even 3/* creatures. More focus on opponent = more damage to the opponent = faster win. Burn isn't an archetype that can win long running matches.

IMHO fetches are must-have to clear you library from lands to have more chances to draw combo pieces – Bloodstained Mire, Wooded Foothills, Marsh Flats. Btw you'll be able to fetch Blood Crypt with them

+ 1 Fatal Push or other removal spell I suggested earlier depending on your meta (e.g. Fatal Push is useless if your friends/gyus who come to the same store like Dinos. You should consider Never / Return then)

3x Shipwreck Looter – only once during ETB trigger
3x Siren Lookout – only once during ETB trigger
1x Pull from Tomorrow – the only more or less consistent way IMHO
2x Chart A Course – consistent one but conditional
Are you planning to bring more options or you only treat this combo as backup wincon?

But currently aggro decks are more popular hence having 4 Fatal Pushes is a good choice. You can have more solid removal like Never / Return, Unlicensed Disintegration or Vraska's Contempt in sideboard and adapt to your opponent

- Desert of the Fervent and/or Desert of the Glorified to have another Desert to sacrifice for Ramunap Ruins last ability
- March of the Drowned instead of Claim / Fame
- A bit more removal. Never / Return, Unlicensed Disintegration or Vraska's Contempt are good ones
- Scavenger Grounds is graveyard-hate sideboard card (1-2 of) IMHO. It's redundant in mainboard
