well Captivating Vampire you use for his main ability giving your critters the +1 +1, the second one is just a bonus if you get to use it, same with the Indulgent Aristocrat

if you splash red... there are some good red cards you could add that could help as well... like Curse of Stalked Prey will sorta do the job of Necropolis Regent for cheaper.

Stromkirk Noble is a really good one drop red vamp as well.

i use Gatherer to find all kinds of cards, i use its advanced search feature, you can set all kinds of filters to search for just what you need/want.

for some reason i cant get it to make the above into a link, but i recommend using that site for finding all kinds of things, it is very useful

Captivating Vampire & Indulgent Aristocrat are really good together if you can get enough cheap vamps out fast enough to start stealing the other players critters.

one or two of these Bloodline Keeper  Flip are also pretty good, not only can they pump out more blockers or sacrifice fodder but can also act as another lord to pump up your vamps.

3 really good cheap casting cost vamps Duskborne Skymarcher , Guul Draz Assassin , Pulse Tracker i also like using Blood Seeker as well. for the most part almost everything i suggested are fairly cheap, Captivating Vamp, bloodline keeper are sorta kinda up there but not too bad and i wouldn't use more than two of the keepers.

for critters though i would try and keep their casting cost down to 3 and under. that way you are not sitting with a hand full of high casting cost critters and waiting on 1 or 2 more land to drop.

and just because i like to suggest these next two cards for decks that use black Darkness & Dash Hopes one is getting up there in price but the other not too much. Both are really good though and tends to throw people off when you play them and thats a good thing!!

you could add in some land destruction as well to help off set the other player not having a hand. Pooling Venom , Rain of Tears , Befoul , Brink of Disaster , Drain the Well , Poison the Well

you could also add in a Howling Mine it might help ya or it might hurt ya... just depends on what the other guy is playing, may also want to have a Tormod's Crypt at least as part of a sideboard as well.

unfortunately the cheapest casting cost Specter in modern is 3 mana.

BUT there are a couple good ones to chose from in that 3 Mana range. you already have the Hippy, and Lili. but there are also Needle Specter and Nightveil Specter though that last one is a bit iffy, it could be fun though. there are two others in the 3 mana range but one is 3 colors Red, Black, Blue... Sedraxis Specter. the other one uses Infect Whispering Specter i personally dislike Infect, but it is a kinda nifty thing it uses infect for.

now the Needle Specter could be fun with some Unholy Strength or if you add in some Adaptive Automaton

also (just as a side note) if you can keep your Specters in the 3 to 4 mana range (for the most part) you might want to add in (if you can) a couple Aether Vial that is if you already have a couple, they are a bit expensive so... but those could be good replacements for your Dark Ritual and Cabal Ritual they are not needed, just a thought if you have them, and if you dont maybe keep an eye out for a couple in trade.

well its not modern legal... believe me though.. i REALLY wish Dark Ritual was in modern, it would be so broken but man it would be fun!!!

you have a good start though!! very interesting. you could add in some Underworld Dreams to replace one of those non modern legal cards, its not discard though, but it is fun to play. maybe even some Dash Hopes and Darkness both also real good in mono black.

FYI Cabal Ritual and Scythe Specter are also not modern legal.

even though Crypt Incursion gains you some life, i would switch them out for Tormod's Crypt you also git rid of all their flashbacks not just critters. or maybe 3 tormod's and 1 Incursion or better yet instead of the the Incursion add a Elixir of Immortality that way you get your stuff back, though that puts all your land back in your deck but you will get your instants and sorcery's back as well.

in my mill deck i use Fog Bank they are great blockers, and if your opponent has no removal it really ticks them off a little bit more.

for a sideboard i would have at least one Tormod's Crypt i would also change out either the Phantasm or nighthawks for 4 Fog Bank they make great blockers Guard Gomazoa are also good for blocking.

I personally have had to dump black from my mill deck, i found that it really slowed down the deck and in modern games you need speed, you don't have much time to wait for mana. it really killed me back in the day when i cut black out, but it really improved the deck and made it much faster.

some good cheap sorcerys for mill that i use are Memory Sluice , Mind Sculpt & Tome Scour and i would go 4 on the Dream Twist

also if you can get some Hedron Crab those are really good too, they are not too expensive so they could still be a part of a Budget deck.

if you do stay black another card that might be good for a sideboard or even main board is Dash Hopes (black counter), or even Darkness (black fog) though that last one is getting up there in price so it might be a bit outside of the budget theme
