The major problems I see with the deck are in the manabase and a lack of good targets for Eldritch Evolution. Staying in budget, the manabase could support 4x Evolving Wilds, 4x Woodland Stream or 4x Yavimaya Coast if you want to sink the money into them. Either way, you should be concerned with having as many ways to make multiple types of your colors as possible. If you can fit 4x Evolving Wilds and 4x of another UG land into the deck, you could probably cut down to 14x total sources of green and blue, which would be around 6x of blue lands and green lands. With 1x Wastes, 1x Sanctum of Ugin, 4x UG Land, 4x Evolving Wilds, 6x Island, 6x Forest, this opens two land slots for additional interesting lands. The best of these in budget friendly brews is probably 2x Blighted Woodland, which allows you to have mana ramp in the mana base to help you naturally cast some of the large creatures your deck is trying to play. Past these cards, you probably want to fit in at least one more 5 drop creature, probably trading the eleventh 3 drop (probably Exultant Cultist) for a strong 5 drop to tutor up, likely Icefall Regent, which acts as removal, another Reality Smasher, or an Advanced Stitchwing, which while not especially powerful can be re-played so you can get through removal to use it to Eldritch Evolution into 7 drops. If you're interested in a sideboard 7 drop to make an Advanced Stitchwing package better, I would recommend Bane of Bala Ged, Gaea's Revenge, or Sphinx of the Final Word. The first is a powerful effect to have on a creature, the other two are powerful creatures which are great in long games against control decks.
