Authority only has one etb effect, the life gain effect. The other effect says that they enter tapped, not when they enter the battlefield tap them. Therefore they still enter tapped, but the honor guard does stop the life gain trigger.

Sword-Point Diplomacy could work as a draw spell for you, and if it doesn't then it does a good amount of damage to your opponent.

Have you considered any ways to flicker your dowsing dagger? If you can do that I think the deck would get even better than what it is right now.

I'd recommend not using 4 copies of Field of Ruin. While it does blow up your opponents lands and give you fixing, it's not the best if you opponent has only basic lands on the field. Basically the floor is really low in that it can just be a land that taps for colorless which is something you really don't want in a 5 color deck like this.
I'd recommend 4 Unclaimed Territory instead, since you can name God and that'll give you good color fixing in that regard. When it comes to your non god spells it'll be about the same as a field of ruin. Maybe then keep 2 fields in the sideboard in case your opponent's running oppressive flip lands.

Watch out for that one guy that runs Dispossess in his sideboard. I got blown out running a gpg deck when he got it off really early.

Why use Dangerous Wager when you could use Tormenting Voice? I get that Dangerous wager can be used with 0 cards in hand but I think it'd be better to be able to draw without having to discard your hand.

If you don't know what to sideboard for Solemnity, I'd take out a Gate to the Afterlife, a Minister of Inquiries and 2 Restoration Specialist. That way your game plan isn't hurt too much and you still get your Solemnities.

What about control decks? UW Approach or any variant of it is a decent component of the meta. Aside from Gideon's Intervention (If you can get it to stick) there's not much the deck can do against that aside from playing creatures that will probably get removed.

Hellrider? It'd make your goblin tokens deadly before your opponent can even block. Its a solid include in any go wide deck with red in it.

Looking back, I can definitely add Arguel's Blood Fast to the sideboard, and probably taking out the sentinel totems. Both you and myonrocks have the right idea that it should be in the list for better play against control.
I like Field of Ruin, I just don't have a lot of troubling non-basics running around my playgroup. But it doesn't hurt too much to add one in anyway,so I'll do that too.
I like the versatility of Never//Return for being able to deal with creatures and planeswalkers, plus you can use Return to exile your opponents Scarab God/ any other nasty card in the graveyard. However, the slot for spot removal isn't set in stone so you certainly could use other spells.
I'd love to put Vraska in here, but I don't have her just yet. Once I do, I'll update the list.
I like the idea of Cartouche of Ambition to help against aggro, but I haven't had issues against aggro using this deck. Sure it gives you a bit more edge, but the deck doesn't really need it in my opinion.

This deck seems like it doesn't need the red splash atm, if it's just for 1 Hazoret, A Scorpion God and some Abrades in the sideboard. You'd do better with a splash of white for Wayward Servant.

It seems to me like you're trying to do too many things at once. Probably cut out the lifegain part of the deck to focus more on the vampires/dragons.
One thing that jumps out to me is that your lowest cmc creature is 3. As good as higher mana cost cards are, you should have at least some early game plays since you're a creature based deck. Therefore I'd add a few more low cmc vampires to help you survive the early game. You have plenty of good options for vampires to put in the deck that you can play on on turn 1 and 2, as you really don't want to do nothing turn 1 and 2.
Vampires I'd recommend:
Child of Night
Heir of Falkenrath
(These are all pretty basic and fairly budget, so you shouldn't have too much of a problem getting them)(Also since this is in the standard hub I can't link the cards since they aren't in standard)
Other than that, I'd say this looks like a pretty fun casual deck!
