Will sacing Kitchen Finks to Viscera Seer trigger cards like Zulaport Cutthroat or Blood Artist?

Yes. In order for Persist and similarly Undying to trigger, the creature needs to actually die. Dying means that the creature is moving from the battlefield to the graveyard, and when that happens any "Whenever ____ dies" abilities will trigger and go onto the stack. Since Persist would trigger at the same time that Blood Artist's ability would, you choose what order they go onto the stack and then resolve them accordingly.

Yes, the creature dies (moves from the battlefield to the graveyard) before persist brings it back. It will trigger the aforementioned cards that care about creatures dying.
