Word of Command and Pact of Negation

If I cast Word of Command and I tell my opponent to cast Pact of Negation is Word of Command a legal target? I think that it is because a spell doesn't go to the graveyard until it finishes resolving. I know that pact won't resolve but can it be cast?

The chosen card is cast during Word of Command's resolution, so Word of Command is still on the stack. Therefore, it is a legal target for Pact of Negation. As you noted, though, Pact of Negation will fizzle.

1/1/2011: During the resolution of this spell, that player plays the chosen card.
