Can you flash in a creature with Windbrisk Heights ?

Yes. You play the card as part of the resolution of the ability, so you ignore the sorcery-speed restriction.

Yes you can, however the restriction on Windbrisk Heights makes this a bit of a corner case on what cards being under it would matter. You can only use the "play the exiled card" ability if you attacked with 3 or more creatures in the turn you activate it. So you could flash in something to buff your creatures during combat or with spells on the stack. However you cannot play surprise blockers or wait until your opponent's end step to use it because you will not have attacked with 3 creatures on their turn.

Gidgetimer, I know that. I'm not incompetent, I just wasn't sure on the word 'play'.

No one said you were incompetent, some people just forget clauses when they get an idea. I have done it myself as most people have I'm sure. I just thought I would point out that there are only a few times that being able to flash the creature in would be relevant since you cannot use it during your opponents' turn.
