When exactly do mana pools empty?

Here's the scenario: I have a Decree of Annihilation coming off of suspend (and thus, is cast during the upkeep). Can I float mana, to use on a miracle cast (Temporal Mastery) on top of my library? I guess as a subquestion, what phase are Miracle cards cast in?

Mana empties from each player's pool at the transition of each step and phase.

The beginning of turn phase includes 3 steps:

  1. Untap

  2. Upkeep

  3. Draw

You will cast Decree of Annihilation in your upkeep. Once you move to your draw step, your mana empties, and you draw for the turn. You may cast Temporal Mastery for its miracle cost.

However, since you have no lands, no mana floating, and no way to produce mana, you cannot cast it for its miracle cost.

Miracle cards are cast during the step they are drawn. If you also have an Ancestral Vision coming off suspend, you can float the mana as you will draw your first card drawn that turn during your Upkeep, which is when the Decree of Annihilation is cast. Otherwise, the above answer is correct.
