When do I announce the target of Dread Return?

Just wondering if like Cabal Therapy I've been doing it wrong
- Targets. 114.1. Some spells and abilities require their controller to choose one or more targets for them. The targets are object(s), player(s), and/or zone(s) the spell or ability will affect. These targets are declared as part of the process of putting the spell or ability on the stack. The targets can't be changed except by another spell or ability that explicitly says it can do so

I don't know if this is part of the question, but note that Cabal Therapy only targets a player. You don't name what card you're looking for until the spell starts resolving. That card isn't a target, it's just a choice you make as the spell resolves. With Dread Return the creature is actually a target of the spell, so you have to choose while you're casting it.

Targets are picked when the spell is on the stack.
