Matter Reshaper says "You may put that card onto the battlefield", with the "may" meaning you can choose not to. So you will choose either to put Walking Ballista onto the battlefield as a 0/0, or to put it into your hand. If you put it onto the battlefield, it will die as a state-based effect the next time those are checked.
