what happens if attacker gains menace after block was decleared

lets say i have a Village Messenger  Flip with a Neglected Heirloom  Flip attached to it i declare my attack the opponent declare that he block with a Primeval Titan then i play Moonmist will the creature still be blocked?

To elaborate a little on the above answer - transforming a permanent doesn't make it a new object, so all static buffs, auras, equips and so on are still "on" it.

If someone declares a blocker, the chosen attacking creature becomes blocked. Regardless of what happens to the blocking creature afterwards, the attacking creature is blocked and won't deal combat damage to the player unless they have Trample (or not at all in this case, as the blocker has more toughness than your creature has power).

so if he only has one blocker i should play Moonmist in or prior the declare attackers step for the menace to have a effect

Correct. Evasion abilities only do something if they exist prior to the declare blockers step.
