What does Vorel of the Hull Clade's effect do?

Okay, so, on Vorel of the Hull Clade, the ability says, ''For each counter on target artifact, creature, or land, put another of those counters on that permanent.'' Now, since it doesn't say each type of counter on the target, but instead says for each counter on the target, does that mean that each counter is doubled, even if of the same type. For example, if I had a Black Cat with two +1/+1 counters on it, would Vorel's ability gave it only one more counter to make it three +1/+1 counters total. Or, would it make it four +1/+1 counters total.

4/15/2013: The effect of Vorel's ability will essentially double the counters on the target artifact, creature, or land. For example, if a creature has three +1/+1 counters and a divinity counter on it before the ability resolves, it will have six +1/+1 counters and two divinity counters on it after the ability resolves.
