Could I put Elspeth Sun's Champion in my standard deck

You can put all cards within the most recent Magic sets. You can include all cards that have been printed within those editions, but they don't have to be from those specific ones. For example, you could include a Naturalize of any edition, because it's been printed in at least one of the legal editions.

For a convenient overview, you can take a look at whatsinstandard.com

So to answer your question, no you cannot put Elspeth in your Standard Deck.

Elspeth, Sun's Champion was last printed in Theros, which is not one of the current Standard-legal sets (Duel Decks and other supplemental products don't count for format legality).

The Standard rotation structure is in the middle of a transition period right now, but the basic concept going forward is that Standard will consist of the 3 most recent "blocks" of 2 sets each. The 3 groups of 2 sets currently legal in Standard are:

  • Khans of Tarkir + Fate Reforged
  • Magic Origins + Dragons of Tarkir
  • Battle for Zendikar + Oath of the Gatewatch

After Shadows over Innistrad is released in April, the Standard format will rotate, and the 3 blocks will be:

  • Magic Origins + Dragons of Tarkir
  • Battle for Zendikar + Oath of the Gatewatch
  • Shadows over Innistrad + Eldritch Moon ( to be released later in the year)
