Varolz and Linvala

Does Linvala, Keeper of Silence stop Varolz, the Scar-Striped s abilities from happen?

Linvala, Keeper of Silence stops Varolz, the Scar-Striped from activating his second, regeneration, ability. It doesn't change how the first ability is applied because it is a static effect and creature cards in graveyards aren't creature for the sake of Linvala's ability.

Note that Lin Vala would stop the creatures from being Scaveneged, as Scavenge is an activated ability.

Williamgp99, as per gatherer:

6/15/2010: Linvala's ability affects only creatures on the battlefield. Activated abilities that work in other zones (such as cycling or unearth) can still be activated.

So, scavenge is good to go with Linvala out.

@williamgp99: That is incorrect.

lordoftheshadows's answer is technically correct, but it doesn't address why exactly the last statement is true.

First, activated abilities are any abilities written in the form "[cost]: [effect]." That is to say they are any abilities with an activation cost and an effect, the two of which are separated by a colon.

Varolz, the Scar-Striped 's first ability is a static ability. Its second ability is an activated ability. Linvala, Keeper of Silence 's ability disallows players from activating that ability because it is an activated ability of a creature.

Note that whenever an effect references a permanent type (such as "creature" or "land") without also using the word card, then it references only permanents of that type. A permanent is a card or token on the battlefield.

Scavenge is indeed an activated ability, but it is not an ability that is activated while the source is a permanent. It is an ability that is activated while the source is a card in a graveyard. Because Linvala, Keeper of Silence 's static ability applies only to creatures and not to creature cards, you are free to activate scavenge abilities.
