Upticking a planes walker on my endstep

If i had Obzedat, Ghost Council out on the board and an Elspeth, Sun's Champion out on the board would i be able to blink out Obzedat, Ghost Council on the beginning of my end step then tick down Elspeth, Sun's Champion afterward to destroy all creatures with power 4 or greater thus saving Obzedat, Ghost Council from the ability?

No. You can only activate a planeswalker's loyalty ability in your main phase while the stack is empty.

Here's the exact rule, if you need it:

  • 606.3. A player may activate a loyalty ability of a permanent he or she controls any time he or she has priority and the stack is empty during a main phase of his or her turn, but only if no player has previously activated a loyalty ability of that permanent that turn

In layman's terms, you can only use a Planeswalker's ability when you could cast a Sorcery spell.

Think of it as only being able to activate a planes walkers ability at sorcery speed.
