Undertaker Question

Can you activate Undertaker's ability to discard if you don't have any creatures in your graveyard? Or can you do the effect with a target but then not pull the target into your hand?

No to both. you must have the required amount of legal targets for any spell or ability. 1 in this case, 6 in the case of Hex etc. And unless a spell or ability says you may do something then you must do it.

No and no. If a spell or ability has targets then you have to choose the proper number of targets in order to be able to cast/activate it. As a spell or ability resolves, you follow all the instructions it gives you as much as you're able. Undertaker can't be activated with no targets, and because the text of the ability doesn't say "You may return..." that means you have to do it.
