Shrieking Affliction will not even trigger.

When the ability's trigger condition is met, which is at the start of the upkeep, it had a conditional "if" clause. Meaning when it would trigger, it checks to see if that if clause is true. If so, the ability triggers. If not, the ability doesn't trigger at all. Then, if the ability triggers, it checks the if clause upon resolution that it's still true. If so, the ability has its effect, if not, it's removed from the stack.

Shrieking Affliction's "if" clause checks to see if the opponent has 1 or less cards in hand. If that is not true when the ability would trigger, it doesn't trigger at all.

Necrogen Mists will trigger, making the opponent discard a card, leaving them with 1 card in hand. However, it is too late, and Shrieking Affliction cannot retroactively trigger.
