if Preeminent Captain brought out Brimaz, King of Oreskos would that trigger a 1/1 soldier onto the field too?

Also, do you put a soldier card onto the field before or after declared blockers?

No, you would not get a token from Brimaz. Brimaz's ability triggers "when Brimaz, King of Oreskos attacks," which actually means "when he is declared as an attacker." That never happens in this situation. (Also, note that Brimaz will come in tapped, even though he has vigilance.)

You put them in before blockers are declared. You declare the attackers, the ability triggers, both players get priority, then blockers are declared.

MSU_Iced_Z is correct on both accounts. But I think that your question deserves a bit more detailed explanaition.

There is only one time during Combat phase when "Whenever ... attacks" abilities can trigger, and that is during during the Declare Attackers step (the second step of Combat phase), immediately after such creatures have been declared as attackers. When you declare Preeminent Captain as an attacker, its ability will go onto the stack, and assuming nobody does anything about it, it will resolve and put Brimaz, King of Oreskos onto the battlefield. His won ability will not trigger though, because he was never regularly declared as an attacker at the beginning of Declare Attackers step, but was rather put onto the battlefield in the attacking state already, and on top of that, the time for "whenever ... attacks" abilities to trigger has already passed anyway.
