if my opponent has a Jace, Vryn's Prodigy  Flip and goes to tap him to loot can i flash cast a Harbinger of the Tides or use Disperse to bounce him back to hand would Jace, Vryn's Prodigy  Flip, if able to flip would flip, and cause my spell to fizzle due to illegal targeting or does the bounce happen first due to the order of stacked abilities and overall how does Jace, Vryn's Prodigy  Flip ability do its triggering because to me its like a if then statement and if youre able to react to that trigger

You are allowed to bounce the Jace with a Harbinger or a Disperse. In order for a spell or ability to resolve, all players must pass priority. When you receive priority, you simply choose to respond with your spell. Bouncing the Jace will not prevent your opponent from drawing and discarding, but it will prevent Jace from transforming as it is no longer on the battlefield.
