Training Grounds with ninjutsu?

Because ninjutsu is a creature ability (not a casting cost) does Training Grounds reduce said ability (say on a Ink-Eyes, Servant of Oni) or does the creature have to be in play for training grounds to do anything?

When an effect uses the name of a permanent type and doesn't also say "spell" or "card in (some zone)", then it just means a permanent of that type on the battlefield (one exception: a Protection ability can use it to mean a card of that type in any zone). Training Grounds and Heartstone only affect creatures on the battlefield.

Or do I need to use Heartstone? Or does that one evan work ether?
