Tapping question Pacification Array and Decoction Module

A question came up between my friend and I. Honestly, i wasn't sure how to answer it.He asked if he could use Pacification Array to tap Decoction Module without playing the module's mana cost.I said no, but I could use some help clearing this up.Thanks in advance.

Of course, both abilities can be activated at instant speed, so the opponent can use the second ability on Module just fine in response to you using Pacification Array. Additionally, the first ability on module will always work, regardless of wheteher the artifact is tapped or not.

There's a few misconceptions on what's going on here.
Pacification Array can certainly be used to tap Decoction Module, which would prevent the controller from using it as it's already tapped. The mana cost of the Module is the cost up in the top right of the card, while the cost you are referring to is the activation cost of its ability. Part of activating an ability is paying every part of the cost. Since Pacification Array already tapped Decoction Module, you can't pay the tap part of the cost and thus can't activate the ability.
