Suspended cards, casted?

If i pay the suspend cost of Rift Bolt during turn 1, can i play Thing in the Ice  Flip on turn 2 and remove an ice counter from it because of Rift Bolt? Is a suspended card casted when the last counter is removed?

When the last time counter is removed, you cast the suspended card without paying its mana cost. Anything that triggers off of casting a spell will trigger from casting Rift Bolt from exile.

Something should be clarified: suspend's triggered ability (the one that triggers while the card is in exile) triggers during the upkeep step. When turn 2 begins, Rift Bolt's suspend ability will trigger before you can draw a card for the turn, play a land, or play a creature (unless it has flash). You choose whether to cast the suspended card when it's suspend ability is resolving and the last time counter has been removed.

You won't be able to cast Thing in the Ice  Flip until one of your main phases, at which point you will have already cast Rift Bolt. Thing in the Ice  Flip's ability won't trigger retroactively; you won't remove an ice counter in this scenario.
