summoning sickness?

if i steal an Elvish Mystic that has been on the battlefield for 3 turns with say Beguiler of Wills can i tap it for mana the same turn i take control of it?

No. Summoning sickness cares about when the creature came under your control, not how long it has been on the battlefield (although the two are often related).
