Summary dismissal and plansewalker ablities

If a planeswalker's ability is countered with summary dismissal are the loyalty counters still removed?
When a spell or ability is countered, the costs are not refunded. Planeswalker abilities have a cost of adding or removing counters from the Planeswalker, and those counters are added/removed before you have a chance to cast Summary Dismissal and will not retroactively be reversed by it's resolution.
TL;DR - Yes, the counters stay removed (or added).

Yes because removing the loyalty counters is a cost of the activation.
