I have Thalia, Guardian of Thraben. My opponent casts Demonic Dread (for 4 mana), targeting the Thalia. Will they have to pay 
to cast the card they cascade into?

Assuming the card they cascade into is not a creature card, yes. Thalia, Guardian of Thraben does not affect a spell's mana cost, which is what cascade allows you to ignore, Thalia affects a spells total cost by imposing an additional cost that must be paid.
From Cascade's rulings:
If you cast a card "without paying its mana cost," you can't pay any alternative costs, such as evoke or the alternative cost provided by the morph ability. If it has X in its mana cost, X must be 0. However, you can pay optional additional costs, such as conspire, and you must still pay mandatory additional costs.
