With Static Orb on the battlefield.

Can I untap Grim Monolith and Mana Vault as my two permanents?

With an Meekstone, could I untap a power 3 creature as one of my permanent?

My guess is yes, but I want to make sure.

Static Orb does not grant untaps. It restricts the number of permanents that can untap. Instead of all, you choose two and try to untap them as normal.

The short answer is no.
