Splinter Twin vs Telekinetic Sliver

Can Telekinetic Sliver tap a Pestermite or Deceiver Exarch in response to a Splinter Twin? (Next turn) if the opponent tries to tap the Pestermite or Deceiver Exarch, can I use Telekinetic Sliver's ability to tap it in response, thus nullifying the twin combo?

Yes and No, respectively. First, when your opponent casts the Twin, tap the creature in response. This way, they cannot use the activated ability (since the creature is already tapped). Second, on the following turn, they will have an untapped Pestermite or Exarch with a Twin. If they tap it, no amount of tapping it will prevent the copy from untapping it. If and when you go to tap it (be it before or after the ability is activated), the Twin player can tap the Twin-ed creature in response to go infinite.
