Slumbering Dragon and Crucible of Fire

Does Slumbering Dragon and Crucible of Fire put counters on the slumbering dragon? Can this be used to get it active faster or does it not apply the +3/3 in the form of counters?

An effect only uses counters if it uses the word "counters" in its text. If the effect simply says "gets +X/+X," then it's a static buff, which doesn't involve counters.
