Silumgar's Scorn and the Stack

Let's say I have two cards in hand, Dragonlord Ojutai and Silumgar's Scorn.

When I cast my Dragonlord Ojutai, until he resolves, I know I don't control a Dragon. But would him being on the stack be outside of my hand?

I'm wondering if my opponent casts a counter on my Dragonlord Ojutai while it's on the stack, if I can go ahead and respond with my Silumgar's Scorn and say I reveal Ojutai.

No, the stack is an independent zone, just like the battlefield, the graveyard, and your hand. You cannot reveal Dragonlord Ojutai for Silumgar's Scorn because he is in another zone other than your hand.
