What happens to any land that is phased out when Shimmer leaves the battlefield?
Assuming Shimmer works the way I want it to... if shimmer ETB naming islands and there are islands that are stuck phased out do they still gain phasing?

All phased-out permanents phase in at the beginning of their controller's untap step regardless of whether they have phasing or not. Removing Shimmer won't cause anything to be permanently phased-out.
"702.25a Phasing is a static ability that modifies the rules of the untap step. During each players untap step, before the active player untaps his or her permanents, all phased-in permanents with phasing that player controls phase out. Simultaneously, all phased-out permanents that had phased out under that players control phase in."
If you want to harness phasing in that way, you need to find a way to make your opponent skip their untap step.
