what happens when you target Scion of the Ur-Dragon with something like Hero's Downfall and it suddenly becomes an Icefall Regent?

If the Scion's ability was used in response, nothing would happen. Icefall Regent's static ability only affects the casting cost of a spell. Spells never enter the stack until after all costs have been paid, so by the time you activate the Scion's ability, it's too late for the Regent's ability to take effect.

You would need to respond to Hero's Downfall by activating the ability. Scion of the Ur-Dragon would copy Icefall Regent on the ability's resolution.

However, Icefall Regent's last ability only affects spells during the casting process. It doesn't counter anything, and it doesn't retroactively apply to spells that have already been cast. And even though Scion of the Ur-Dragon is now Icefall Regent, it's still the same object and it's still a legal target for Hero's Downfall.

@acbooster: Slight correction, a spell is placed onto the stack during the first step in the casting process. Cost payment is the last step.

The significant thing is that you can't interrupt the casting process, so you can't get the copy effect to resolve in time.

No. Nothing is entering the battlefield. A permanent is simply changing characteristics.
