Does Saskia the Unyielding's first ability trigger Panharmonicon, allowing you to choose two players?

Unfortunately no, Saskia the Unyielding's first ability starts with the word "as", while triggered abilities start with the words "when", "whenever" or "at".

For reference this is stated explicitly on the card Strionic Resonator.
