double ended question: does Sage's Reverie also count the Banishing Light that you cast on your opponents creature? does Sage's Reverie count the Banishing Light that your opponent cast on your creature?

Neither.

Sage's Reverie counts the number of Auras you control that are attached to creatures. Auras are the only enchantments that can be attached to creatures. Banishing Light isn't an Aura, and it doesn't become attached to anything. It has a triggered ability that exiles target creature.

Also, the object an Aura enchants has no effect on control of the Aura. If you were to cast Pacifism on an opponent's creature, you would still control Pacifism, even though your opponent controls the creature to which it is attached. Similarly, if an opponent enchants your creature with Pacifism, your opponent controls the Aura.

Banishing Light is not an aura, so it will not count towards the clauses in Sage's Reverie.

That said, to answer the second part, no. If an opponent casts Chained to the Rocks (an Aura) on your creature, it does not count towards your Sage's Reverie. Reverie specifically states that it only recognizes Auras that you control.
