rooftop storm and risen executioner

With Rooftop Storm in play can I cast Risen Executioner from my graveyard for 0 or does it not work because they are both alternate costs?

Risen Executioner's last ability is not an alternate cost. It's just a static ability that allows you to cast Risen Executioner from an additional zone by paying an additional cost. Remember that additional costs are still applied if you use an alternate cost.

Casting cost = [mana/alternate cost] + [increased/additional costs] - [cost reductions]

Risen Executioner may be cast from your graveyard for + x (number of creature cards in your graveyard)

111.1. A spell is a card on the stack. As the first step of being cast (...), the card (...) is moved to the top of the stack from the zone it was in, which is usually its owners hand...

Rooftop provides the only alternative cost in this situation
117.9. Some spells have alternative costs. ( ... ) Alternative costs are usually phrased, You may [action] rather than pay [this objects] mana cost 601.2. To cast a spell... 601.2b (...) the player announces his or her intentions to pay (...) costs (...). A player cant apply (...) two alternative costs to a single spell...

9/22/2011 You must still pay any mandatory additional costs, such as exiling a creature card from your graveyard for Makeshift Mauler.

So you can cast Risen Executioner for 0 plus the additional cost of 1 for each other creature in your graveyard.
