Retreat to Kazandu and Retreat to Emeria interaction

If I have both Retreat to Kazandu and Retreat to Emeria on the battlefield and I play some sort of land (let's say a basic Forest), am I able to make a token with Retreat to Emeria and then put a counter on it with Retreat to Kazandu, or do I have to declare a target with Retreat to Kazandu before the token enters the battlefield?

No. You declare the targets for a triggered ability when you put that ability onto the stack. Both of these abilities trigger simultaneously, so neither will have resolved yet by the time you put the other onto the stack.
