Responding to resolved mystical tutor?

Is it possible to respond after someone has resolved Mystical Tutor for say, a Krosan Grip during their draw step before they draw?

My guess is that you won't be able to as the spell has already resolved so they retain priority and proceed to draw the card that has been tutored? So they can cast Krosan Grip before anyone gets priority to do anything?

Or does the Mystical Tutor -ing needs to be done during the upkeep and not the draw step as once you enter the draw step you immediately draw a card before you can do anything else?

tl;dr: Need clarification on how draw step works.

First of all, nobody can respond to the turn-based action of drawing a card during the draw step. That happens before players even get priority.

The last chance the active player has to cast Mystical Tutor and draw the tutored card for the turn is during his or her upkeep. Because priority must be passed in succession between all players in order for the game to advance to the next step or phase, players have a chance to cast spells and activate abilities after Mystical Tutor resolves and before the active player draws a card.
