Responding to Duneblast

say my opponent casts Duneblast and targets his Siege Rhino can i respond to him declaring his target by activating the monstrous ability of Polukranos, World Eater to kill his Siege Rhino would the Duneblast just fizzle?

Duneblast does not target, the player chooses. From Gatherer:

You decide which creature to spare as Duneblast resolves. This choice doesnt target the creature. If you dont choose a creature, then all creatures will be destroyed.

You won't know what your opponent is choosing to save until the spell resolves. Duneblast does not target anything, as it does not use the word "target" in its text. It uses the word "choose", which is a selection made on the resolution of the spell. From the card's Gatherer:

  • You decide which creature to spare as Duneblast resolves. This choice doesnt target the creature. If you dont choose a creature, then all creatures will be destroyed.

Also, note that you can't respond to the declaration of targets, which happens during the process of casting/activating/handling a spell or ability. You respond to the entire spell or ability once it has been cast (spell), activated (activated ability), or handled (triggered ability).
