When a card like Chandra, Torch of Defiance deals damage to each opponent, can it still be redirected to a planeswalker that player controls?

Yes it can. Whenever a source deals non-combat damage to an opponent, that source's controller may choose to redirect that damage to a planeswalker that player controls.
Note that this redirection happens during the resolution of whatever's dealing the damage so the opponent will have to respond without that knowledge.
