Rat Colony edh only allows me to have one copy

its ability says " a deck can have any number of cards named rat colony" is this void in commander?? Rat Colony

Nope! Rat Colony's rules text replaces the 1 card limit in commander just as it replaces the 4 card limit in other constructed formats.

One note, it does NOT replace the 100 card maximum for the entire deck. The most you can have is 99 Rat Colonies + your commander.

101.1. Whenever a card’s text directly contradicts these rules, the card takes precedence. The card overrides only the rule that applies to that specific situation. The only exception is that a player can concede the game at any time (see rule 104.3a).

112.6m An ability that modifies the rules for deck construction functions before the game begins. Such an ability modifies not just the Comprehensive Rules, but also the Magic: The Gathering Tournament Rules and any other documents that set the deck construction rules for a specific format. However, such an ability can't affect the format legality of a card, including whether it's banned or restricted. [...]

Rat Colony fits this bill, meaning it's ability modifies rule 100.2a (which resticts constructed decks to 4-ofs), rule 903.5b (which restricts commander decks to 1-ofs), and even any tournament specific rules other than ones that set a limit to the number of specifically Rat Colonies you can run (as that puts it on a Restricted List for that tournament).
