Impromptu Raid reveals Xenagos, God of Revels, who enters because it's technically a creature, but once it resolves if the devotion cost isn't met it doesn't technically become a creature... so does it still get sac'ed at EOT?

Xenagos is always a creature, except on the battlefield, where his ability might change his types (note that he is by default a creature, and his ability takes that type away under certain conditions). That means Raid will always put it on the battlefield, give it haste, and create the delayed trigger that makes you sacrifice it at the end of turn. This is because effects that refer to a specific card by name, 'that card', and the like don't care about whether the initial requirements are still met, but instead simply refer to the physical card.
