Quarantine Field interactions with Planeswalkers

If I use Quarantine Field to exile Narset Transcendent and then my Opponent uses Dispel to return the Quarantine Field to my hand, does Narset return to the field with 6 loyalty counters?
I think that she does.
In case you misspoke and meant something like Remand instead of Dispel: In that case, Quarantine Field would have never entered the battlefield in the first place, not exiling Narset at all, leaving her with the counters she had before the spell was cast.

Yes, she does. A permenant that has left the battlefield is considered a new object and you would treat her as if she was entering the battlefield for the first time. She would enter with 6 loyalty counters, because that is her starting loyalty.
On an unrelated note, Dispel can't return Quarantine Field to its owner's hand. The word counter on a card (unless you're tallking about +1/+1 counters, charge counters, etc.) means "remove this card from the stack and put it into its owner's graveyard." Spells are put on the stack only right after they are cast. Dispel can only counter spells that are of the type instant (like Lightning Bolt or Hero's Downfall), not any other type. (It can't counter, say, Military Intelligence because that card is an enchantment, or Siege Rhino, because that card is a creature).
