Primal Surge + Sakura-Tribe Elder

If I cast Primal Surge and come across an instant/sorcery, can I sac Sakura-Tribe Elder in response to getting the instant/sorcery, search and shuffle, and continue with the Surge?

Relevant rule:

116.2e Resolving spells and abilities may instruct players to make choices or take actions, or may allow players to activate mana abilities. Even if a player is doing so, no player has priority while a spell or ability is resolving. See rule 608, Resolving Spells and Abilities.

Since you do not have priority, you cannot sac the elder until after Primal Surge finishes resolving.

Ill just add to Slythes point, you cant really do anything during a cards resolving period. If a card goes on the stack and your opponent passes priority to you, allow it to resolve, then nothing can happen until that entire affect is resolved.
