Preeminent Captain

I have Preeminent Captain out on turn three. I attack. I am holding another in my hand with a Fabled Hero can i drop the second captain attacking with the first? And will his trigger allow me to drop the fabled hero in the mix as well?

You can certainly put the second Preeminent Captain onto the battlefield using the first's ability, but you won't be able to get a second trigger for two reasons.

First, "whenever [creature] attacks" abilities trigger during the declare attackers step as a result of the titular action. You can only trigger these kinds of abilities by declaring a creature as an attacking creature. Although the creature card that Preeminent Captain 's ability puts onto the battlefield is an attacking creature once the ability gets that far in its resolution, it was never declared as an attacker, and "whenever [creature] attacks" abilities will not trigger for it.

Second, by the time the second Preeminent Captain is on the battlefield, the game has progressed past the event during which that second Preeminent Captain 's ability could have triggered. You are no longer performing the turn-based action of declaring attackers.
