When playing Planeswalker such as Jace, Unraveler of Secrets or Chandra, Torch of Defiance can you attach artifacts to them.

Most artifacts do not attach to other permanents, but equipment do. Part of the Equip ability is to attach the equipment to target creature you control. A planeswalker who is not a creature (some, like Gideon, Ally of Zendikar can become creatures) is not a valid target to be equipped.
