Panharmonicon and what gets triggered twice?

Reading through the clarifications of the Panharmonicon's "trigger twice" ability, I am confused as to how this works in a specific circumstance. When you play certain goblin creatures that create goblin token when they enter play (such as Beetleback, which creates two 1/1 goblins upon entering play), would they create four goblins instead?

The following rulings, as I read them, seem to both apply in this situation, however they both counter each other, so I am seeking a bit of clarity on it.

1) "Panharmonicon affects an artifact or creatures own enters-the-battlefield triggered abilities as well as other triggered abilities that would trigger when an artifact or creature enters the battlefield. Such triggered abilities start with when or whenever.2) "Abilities that apply as [this creature] enters the battlefield, such as choosing a creature to copy with Clone, are unaffected."

Obviously, a clone cloning twice would be redundant, however the ruling doesn't seem clear to me in the case of creating creatures.

Your confusion comes from mixing triggered abilities and replacement effects.

Triggered abilities start with the words "When/Whenever/At" and then specify a trigger event and an effect. Beetleback Chief has a triggered ability that triggers when he enters and creates two tokens.

Clone's ability doesn't start with "When/Whenever/At". Instead, it creates a replacement effect that changes how it enters the battlefield. The same thing happens with cards like Ghave, Guru of Spores. The counters aren't put on the creature with a triggered ability (the creature would be dead by the time the ability resolved), but as a part of entering the battlefield.

Panharmonicon only copies triggerd abilities triggered by a creature or artifact entering the battlefield. That means there will be two instances of the ability "put two 1/1 red Goblin creature tokens onto the battlefield" on the stack. So yes, you will get 4 tokens.
