Omniscience and X mana cost

i know the X in the mana cost of spells is 0, but when i cast Blue Sun's Zenith and i have Omniscience out, would i just declare X as say 3 and just pay 3 mana for the value of X?

No. Whenever you may pay an X spell without paying its mana cost, X is always 0.

Not wholly.

Omniscience's ability creates an optional alternate casting cost for spells. You can still pay their mama costs if you want, but you can't choose to pay and not the rest of the cost. You get one or the other.
