Does Oketra's Monument make Ephara, God of the Polis one less to cast? And do I get the token from Ephara?
Yes to both questions. Even though Ephara, God of the Polis says that it isn't a creature when your devotion to white and blue is less than seven that it isn't a creature, that ability is only relevant when it is on the battlefield.

Yes, all of that works. A card with multiple colors will interact with effects that care about any of those colors, and the devotion gods are always creature spells when you first cast them, even if they won't necessarily be creatures once they hit the battlefield. In your example the Monument will make Ephara cheaper and will give you a Warrior token for casting her.
